A puzzling shooting incident in North Carolina, located north of Fort Liberty, formerly known as Fort Bragg, is currently under investigation by the Army Criminal Investigation Division and local police. The incident took place in Carthage, North Carolina on May 3 at 8:15 p.m., following a report of a suspected trespasser near a Special Forces soldier’s property.

Two individuals of Chechen descent, who spoke broken English, were discovered near the soldier’s home. The family claims that the suspected intruder, 35-year-old Ramzan Daraev from Chicago, was allegedly taking photos of their children. An altercation ensued when confronted near a power line in a wooded area of the property, resulting in Daraev being shot multiple times at close range. Another individual, Dzhankutov Adsalan, was found in a vehicle at a distance from the incident and was questioned by authorities before being released. The Moore County Sheriff’s office is leading the investigation.

The FBI has stated, “Our law enforcement partners at the Moore County Sheriff’s Office reached out to the FBI following a fatal shooting in Carthage. A special agent met with investigators and provided a linguist to assist with language barriers during interviews.”

Identity of Shooter and Suspicious Activities

Sheriff Ronnie Fields mentioned in a statement that the incident was reported after an individual was seen taking photographs on the property and acting aggressively towards a resident. Daraev was discovered about 250 yards from the road, near a powerline on the residential property. Although no identification was initially found on Daraev, his identity was later confirmed through family members and an international identification found in his vehicle.

The shooter has been identified as a Colonel in the U.S. Army who resided at the location of the shooting. The incident has raised concerns among U.S. Special Operations soldiers, who have reported experiencing suspicious surveillance of themselves and their families in recent years, suggesting an increase in foreign probes targeting U.S. military bases.

The incident that occurred in Carthage on May 3 could potentially be a case of mistaken identity. The two Chechen individuals did not possess any personal identification but were found with two cell phones containing Russian language contacts and camera equipment. They were not wearing uniforms from the reportedly associated power company.

Sheriff Ronnie Fields mentioned that Daraev was working as a subcontractor for Utilities One, a company based in New Jersey, at the time of his demise. Investigators are currently in the process of verifying his official employment and immigration status. At the time of the incident, Daraev was not in possession of any utility equipment, utility clothing, or identification. The U.S. Department of Labor, Occupational Safety and Health Administration (OSHA) has been notified of the incident.

Previous Incidents and Investigations

Approximately 18 months ago, Moore County encountered another mysterious shooting incident that targeted two electrical distribution substations. The attack resulted in damage that left up to 40,000 residential and business customers without power in North Carolina for nearly two weeks. The power outage predominantly affected communities with a high population of U.S. Special Operations families. Shortly before the substation incident in Moore County, the FBI issued a report to private industry warning of an escalation in reported threats to electric infrastructure from individuals espousing racially or ethnically motivated violent extremist ideologies. The FBI took over the investigation, which remains unsolved.

Daraev’s family has initiated a Change.org petition titled “Justice for Ramzan Daraev,” which has garnered over 11,000 signatures. The petition emphasizes that “Ramzan left Russia, unaware that the greatest injustice against him would occur in a free country where he should have received protection.”

The shooting incident in Carthage on May 3 may have been a case of mistaken identity. However, members of the Special Operations community are questioning why two Russian-speaking Chechens were taking photos near an elite Army special forces residence late in the evening and why the FBI is not leading the investigation.

The FBI has stated to Fox News that they have not initiated a counterintelligence investigation and that “the local investigation has not uncovered evidence of a federal crime.” They have assured that the FBI remains in regular communication with the sheriff’s office investigators and are prepared to intervene if a federal matter arises.
