The incident took place just after 8 p.m. on Sunday, May 19, in the area of North College Street and G Street. A white pickup truck was reported driving recklessly, eventually ending up in a ditch after driving over the sidewalk and hitting several cones. When officers arrived at the scene, they found the truck stopped at a stop sign on N. College Street at G Street. The driver was identified as a 14-year-old male, with Jonathan Storms as the front passenger.

Storms, who was intoxicated at the time, claimed he was teaching a family member to drive. Despite being advised to leave his vehicle parked until he was sober, Storms returned 10 minutes later and attempted to get into his vehicle.
