Accident – Death – Obituary News : Two police officers in East Hartford opened fire on a driver who crashed into a police cruiser on Sunday, knocking over two individuals who were holding children, according to new details in a preliminary report from the Connecticut Office of Inspector General.

Inspector General Robert Devlin Jr. released the report on Wednesday, along with body and dashboard camera footage from the two officers involved, identified as Officer Brian Altamirano and Officer Daniel Guilfuchi.

In his report, Devlin stated that the officers were responding to a call at Governor’s Auto Body and Repair on Governor St. just before 3:30 p.m. regarding a male who had allegedly displayed a firearm at a tow truck driver. The incident arose from a dispute over missing items from a vehicle that had been towed to the garage the day before.

Altamirano was the first officer on the scene and observed a white Infiniti sedan in the parking lot with a male in the driver’s seat, along with a male and a female standing next to the passenger side of the vehicle. Guilfuchi arrived shortly afterwards and positioned his cruiser near the Infiniti.

As Altamirano exited his cruiser and inquired about firearms, the driver of the Infiniti began to reverse before being blocked in by Guilfuchi’s cruiser, according to Devlin’s report and the camera footage. The Infiniti then moved forward and collided with the cruiser.

At this point, Altamirano drew his weapon. The footage shows the male and female near the car approaching the rear backseat door, with the male partially entering the vehicle as police shouted for him to stop. He seemed to be holding one child and retrieving a second child from inside the car, although Devlin did not specify this in his preliminary report.

Devlin mentioned in his report that the pair were holding two children when the sedan reversed, knocking all four individuals to the ground. The vehicle appeared to strike the auto body shop before proceeding forward and hitting Guilfuchi’s cruiser for a second time as Guilfuchi was exiting the vehicle, as depicted in the footage.

Police repeatedly instructed the driver to stop the car before opening fire as he drove away, according to the footage. Guilfuchi discharged approximately six shots, while Altamirano also fired at the Infiniti, as per Devlin’s report.

The unidentified driver of the Infiniti fled west on Interstate 84, Devlin reported. The vehicle was later discovered abandoned on Tredeau Street in Hartford, where authorities determined it had been stolen.

Devlin did not specify in his report whether anyone was injured during the altercation. Officer Marc Caruso of the East Hartford Police Department previously stated that both officers were taken to a local hospital for evaluation.

Devlin’s office is leading the investigation into the officer-involved shooting, with support from the Connecticut State Police Central District Major Crime Squad, East Hartford police, and the Hartford Judicial District State’s Attorney’s Office. The inquiry aims to establish whether the officers’ use of deadly force was justified..
