The city of Charleston has recently made public the bodycam footage captured by a city police officer during an investigation into an allegation of indecent exposure by former Kanawha County Commissioner Kent Carper. The nine-minute video, obtained through a Freedom of Information Act request, provides insight into the incident that took place at Daniel Boone Park on May 15, 2023.
On that day, 911 received a call reporting an incident of indecent exposure involving Commissioner Carper. The responding officer, identified as Hart Childress, engaged in discussions with both Carper and the caller at the park. Despite being questioned, Carper was not cited and was allowed to leave the scene.
Following the encounter at the park, Carper allegedly contacted Megan Estep, who serves as the administrative assistant to Commissioner Lance Wheeler. In the email, Carper reportedly floated the idea of Estep taking on the role of golf superintendent at a county park.
Subsequently, Carper’s family released a statement indicating that the former commissioner had experienced a medical episode at the park, leading to what they described as an “awful misunderstanding.” Carper underwent open-heart bypass surgery later that same week, further adding to the unfolding events.
On May 10, Carper tendered his resignation from the Kanawha County Commission, effective from May 12. This decision came on the same day when authorities opted not to pursue criminal charges against him. As a result, Carper will not be facing charges in Charleston Municipal Court, as confirmed by city officials.
Despite being on the primary election ballot, Carper made it clear that he would not assume office even if re-nominated. In the subsequent election, challenger Natalie Tennant secured victory over Carper with an overwhelming 86% of the vote.
Appointment of a New Commissioner
With Carper’s departure from the commission, the Kanawha County Commission has initiated discussions on the process of selecting a replacement. According to the West Virginia State Code, the two remaining commissioners have a 30-day window to fill the vacant seat with a Democrat, in line with Carper’s party affiliation.
A special meeting has been scheduled for Thursday, May 30, during which the appointment of the new commissioner will take place. The commission aims to swiftly address the vacancy to ensure the smooth functioning of the board.
