Following a chaotic exchange of gunfire involving more than 50 rounds in a bustling area of downtown Waukegan, charges have been brought against four individuals. The incident, which occurred on April 14, resulted in the College of Lake County being hit by stray bullets.

Police Response and Investigation

Waukegan Police Department officers, who were initially responding to an unrelated call, were alerted to the sound of multiple gunshots in downtown Waukegan around 9:30 p.m. on the night of the incident. Reports from 911 callers indicated that the gunfire was concentrated near 30 North Genesee Street.

Upon arriving at the scene, officers observed several vehicles fleeing the area and recovered over 50 shell casings from rifles and handguns. Additionally, two windows of the glass bridge connecting College of Lake County buildings were found to have been damaged by gunfire, resulting in an estimated $30,000 worth of harm.

Through surveillance footage, detectives were able to identify a Dodge Durango parking near a parking garage, followed by a Jeep that parked in front of the courthouse. Subsequently, two gunmen emerged from the Jeep, one armed with a rifle and the other with a handgun, and opened fire on the occupants of the Dodge at the intersection of County Street and Madison Street.

Shootout and Arrests

Responding to the assailants, two individuals from the Dodge, positioned at Madison Street and Genesee Street, returned fire with handguns, leading to a shootout. One of the individuals almost inadvertently shot the other during the exchange before both parties retreated to their vehicles and fled the scene.

Following an investigation by the Waukegan Police Department’s Community Crimes Division (CCD), a suspect, Diamond Loggins, 27, was apprehended at a residence in the Barwell Manor Apartments on South Genesee Street. Loggins was found in possession of a loaded handgun, leading to the execution of a search warrant at her apartment, where eight firearms were recovered.

Among the recovered weapons were five assault rifles, one of which was fully automatic, and three handguns, one of which had been modified to be fully automatic. Subsequently, Loggins, along with three other individuals, Justin Thomas, Saladine McKinney, and Jayvion Scott, all from Waukegan, were arrested in connection with the shootout.

Charges and Detainment

Justin Thomas faces charges including aggravated discharge of a firearm within 1000 feet of a school, felon in possession of a firearm, aggravated unlawful use of a weapon, criminal damage to property, and reckless discharge of a firearm. Saladine McKinney is charged with similar offences, along with being an armed habitual criminal and a felon in possession of a firearm. Jayvion Scott faces charges of aggravated discharge of a firearm within 1000 feet of a school.

Diamond Loggins was charged with aggravated unlawful use of a weapon. All suspects, except Loggins, have been remanded to the Lake County Jail pending trial.
