Convicted sex offender

Telford Police have charged a convicted sex offender, Chance Abdual Jackson, with felony counts for failing to register his status with Pennsylvania State Police and failing to register a new address in Souderton Borough. Jackson, 46, formerly of Philadelphia and presently residing in Souderton, is also facing new charges of indecent assault related to incidents at a Telford church involving two women last month.

Jackson, a non-compliant Tier-1 sex offender, is currently incarcerated at Bucks County Prison. According to court records, he was charged on April 25 with two misdemeanor counts each of indecent assault without consent and disorderly conduct, along with felony charges and two summary harassment offenses.

The charges stem from disturbing behaviour reported by a church representative to police on April 23. Multiple women came forward to report that Jackson had inappropriately touched them without their consent during Sunday services. Jackson had started attending the church in late March.

Two churchgoers, aged 66 and 74, detailed their encounters with Jackson to police. One victim described how Jackson hugged her inappropriately, touching her lower back and waist without consent. Despite being asked to stop, Jackson persisted, making the victim feel uncomfortable and vulnerable.

The second victim, a 74-year-old woman, reported that Jackson sat next to her during a service, touching her legs and thighs inappropriately. She felt helpless and quietly asked for help from another churchgoer. Eventually, a witness intervened, allowing the victim to move away from Jackson.

Detectives discovered that Souderton Police had previous contacts with Jackson, including a report from a neighbour with similar experiences. Tier-1 sex offenders like Jackson are required to update their address with state police within three days of moving, but Jackson failed to do so, leading to the felony charges.

According to the PA Megan’s Law website, Jackson was convicted of indecent assault in November 2017. A formal arraignment is scheduled in Bucks County Common Pleas Court for June 14. It’s important to note that all suspects and defendants are innocent until proven guilty, as per public court records.
