Accident – Death – Obituary News : LAS VEGAS (KLAS) — A recent amendment to legislation in Nevada could result in third grade students being held back if they are struggling with reading skills, sparking debate among parents and educators.

In a candid interview with 8 News Now, parents and educators shared their concerns about the literacy crisis facing the state. Abriana Tuller, a mother of two, expressed her frustration at times, feeling helpless as she navigates the challenges of ensuring her children meet grade-level reading standards.

“With each child having a unique learning style, it can be a daunting task to ensure they excel in reading,” Tuller said. The updated bill proposing mandatory retention for students who do not master essential reading skills by third grade has added pressure on families like hers.

The legislation in question is the Read by Grade 3 Act, which was initially passed in 2015 by the Nevada state legislature. This act aims to establish a comprehensive system for early reading instruction and intervention to boost reading proficiency among students.

Although the mandatory retention requirement for third graders was eliminated during the 2019 session, it was reintroduced and passed in 2023 as part of Assembly Bill 400, with an effective date of July 1, 2028.

Victoria Melendez, a mother of eight, voiced her support for the retention requirement, citing its benefits for some children. She revealed that she had previously retained her oldest child and is now considering the same for her 11-year-old struggling in school.

According to the Nevada Department of Education, 121 third grade students were retained in the state in 2023. Parents are urged to collaborate with teachers to create a plan to improve their child’s reading proficiency if they receive the Read by Grade 3 at-risk notification.

Rachel Vinograd, a Read by Grade 3 strategist for CCSD, highlighted the importance of intervention and support for struggling readers. She acknowledged the challenges faced by families receiving at-risk letters and emphasized the need for proactive measures to address reading deficiencies.

Vicki Kreidle, President of the National Education of Southern Nevada, emphasized the importance of persistence in overcoming reading challenges. She cautioned against over-reliance on retention as a solution for struggling readers, stressing the need for comprehensive support systems.

At a recent Nevada Education Department meeting, board members discussed good-cause exemptions that could override a Read by Grade 3 retention decision. These exemptions would consider factors such as prior retention status and individual circumstances to prevent students from being held back multiple times.
