A bail fugitive recovery agent has been charged with second-degree murder in connection with a fatal shooting that took place on March 19 in Newark, according to the Newark Police Department. The victim, identified as 42-year-old Bay Area resident Richard Turner, failed to appear in court, leading to his status as a fugitive.

Details of the Incident

Charles Price, a 49-year-old Bail Fugitive Recovery Agent from Foresthill, along with a bail bonds agent, was attempting to locate Turner when an altercation ensued. The confrontation escalated into a gunfire exchange, resulting in Turner being shot. He later succumbed to his injuries at a nearby hospital.

Both firearms involved in the shooting were recovered by authorities for evidential purposes. Turner’s weapon was identified as a “ghost gun,” a term used to describe unregistered firearms. The investigation into the shooting was conducted by the Newark Police Department in collaboration with the Alameda County District Attorney’s Office and the California Department of Insurance.

Legal Action and Arrest

In light of the evidence and findings from the investigation, the District Attorney’s Office charged Price with one count of second-degree murder. He was apprehended by the Placer County Sheriff’s Office on Thursday and subsequently transported to the Santa Rita Jail for processing.
