The man has been identified as 61-year-old Joseph Holmes of Clinton, and the officers involved have been named as Corporal Alyssa Tomaselli, Corporal Mark Price, and Officer Marvin Marks.

The events unfolded on the evening of Feb. 16 when officers from the Prince George’s County Police Department responded to a 911 call reporting a suspicious person knocking on doors in the 10700 block of Lake Arbor Way in Largo. Upon arrival, an officer found the man in question lying down on a nearby lawn. Concerned for his well-being, the officer called for an ambulance. Subsequently, two more officers arrived on the scene and decided to transport the man to a hospital for evaluation, leading to the man being placed in handcuffs.

Tragically, the situation took a turn for the worse as the man went into medical distress while in handcuffs. Despite the immediate efforts of the officers to provide emergency aid, the man was pronounced dead on the scene shortly thereafter. Officer Andre Brooks of the Washington Suburban Sanitary Commission Police Department, who was also present at the scene, has been identified as a key witness in the ongoing investigation.

The Independent Investigations Division is currently looking into the circumstances surrounding the man’s death, with a particular focus on the actions of the officers involved. Body-worn camera footage of the incident is being reviewed and will be released to the public within 20 business days as part of the investigative process.
