Accident – Death – Obituary News : Detectives from the New Castle County Division of Police have filed charges against two suspects following their investigation into a shooting incident that took place in New Castle. The incident occurred at the New Castle Crossing apartment complex on Thursday, February 15, 2024, at approximately 3:31 p.m. Upon receiving the report of the shooting, patrol officers were promptly dispatched to the scene. While en route, two officers in the vicinity observed a vehicle fleeing from the area at a high rate of speed. They immediately initiated a pursuit in an attempt to apprehend the suspects. However, the fleeing vehicle ultimately crashed near 295 and New Castle Avenue.

At the crash site, officers discovered the driver of the vehicle, identified as Adrien Owens, who had sustained multiple gunshot wounds. The officers wasted no time in administering first aid to Owens before he was transported by ambulance to a local hospital for further treatment. Fortunately, Owens was later released into police custody. During a subsequent search of the crashed vehicle, detectives uncovered a firearm, which they seized as evidence.

Collaborating closely with the Delaware State Police, the NCCPD Patrol Officers and Troopers worked together to secure the original crime scene, which was determined to be the 1600 block of Bassett Avenue in New Castle. It was revealed that both a nearby apartment and a parked motor vehicle had been struck by gunfire. Additionally, officers encountered several unruly individuals near the crime scene. Another victim, a 22-year-old male, was discovered to have been transported to Wilmington Manor Fire Company by a private vehicle. This victim was subsequently transferred via ambulance to a local hospital, where he remains in critical condition.

While officers were attending to the injured victims and maintaining order at the crime scenes, they encountered a disorderly individual who was later identified as the second suspect, Carlos Vasquez. Vasquez resisted arrest but was eventually subdued and taken into custody by the patrol officers.

Thanks to the swift response from patrol officers, assistance from members of the community, and the diligent work of the Criminal Investigations Unit, both suspects responsible for the shooting have been identified and charged. Adrien Owens, aged 20 and a resident of New Castle, has been charged with multiple felony counts, including assault in the first degree, possession of a firearm during the commission of a felony, carrying a concealed deadly weapon, reckless endangerment in the first degree, and disregarding a police officer’s signal. Owens appeared before Justice of the Peace Court 2, where bail was set at $115,000. Subsequently, he was remanded to the custody of Howard R Young Correctional Institution.

Carlos Vasquez, aged 21 and also a resident of New Castle, faces charges that include assault in the first degree, possession of a firearm during the commission of a felony, possession of a firearm by a person prohibited, reckless endangerment in the first degree, resisting arrest with force, act of intimidation to prevent, and assault in the third degree. Vasquez appeared before the Justice of the Peace Court 2, where bail was set at $120,000. He was later committed to Howard R Young Correctional Institution.
