William Joseph Troy, fondly known as Bill, was born on April 15, 1955, in Elmira, N.Y. to William and Shirley Troy. Growing up in Ithaca, he attended school there before embarking on a journey to pursue higher education at the prestigious University of Rochester.
With determination and perseverance, Bill worked tirelessly at various positions within the university to support his educational aspirations. In 1978, his hard work paid off as he proudly graduated with a bachelor’s degree in history. However, fate had something else in store for Bill. In 1978, he accepted an internship in the federal offices of Congressman Matt McHugh, representing the NY 28th District.
