The Shallotte Board of Aldermen has given the green light for a special use permit to be granted for the construction of 31 townhome units at the corner of White and Mulberry streets. The project, known as Mulberry Park Townhomes and developed by Old Dominion Development LLC, will be situated on a 2.57-acre vacant lot, identified as tax parcel 197DA001 and zoned multi-family 14 (MF-14).

Under the MF-14 zoning district, a special use permit is required for townhome use, with a maximum of 14 units per acre permitted. However, the developer is proposing 12 units per acre for this particular project.

Location and Surroundings

The parcel in question is located on a peninsula between Mulberry Street, White Street, and Shallotte Avenue. Owned by R.D. White III, the property is adjacent to single-family homes to the east, townhomes across Mulberry Street, a senior living center across White Street, and a dialysis center across Shallotte Avenue.

It is worth noting that the total of 31 units does not trigger the town’s requirement for a traffic impact analysis (TIA) to be conducted for the project. Additionally, all roads surrounding the site are maintained by the town of Shallotte, and the development will be connected to town sewer and county water services.

Development Details

The development will feature two driveways, one on White Street and one on Mulberry Street, as well as five-foot sidewalks around its perimeter. The townhomes will be constructed in pods of four units with one pod of three units, each unit boasting a single-car garage with building dimensions of 20 feet by 45 feet.

Although the townhomes will be available for long-term rentals, they will not be classified as affordable housing. Rental rates are expected to range between £1,500 and £1,800 per month.

During the public hearing, much discussion revolved around the preservation of heritage trees on the site. Out of the nine heritage trees identified on the parcel, only one is set to be preserved due to layout constraints, particularly concerning the on-site stormwater pond.

Preservation Efforts

To compensate for the removal of heritage trees, the development plan includes planting 15 canopy trees, at least two inches in diameter, on the parcel. Additionally, 18 understory trees and 128 shrubs will be planted on the property.

Responding to concerns raised during the hearing, the developer expressed a desire to maximise heritage tree protection and preserve as many existing heritage trees as possible. The board of aldermen, as a condition of approval, requested the developer to work towards this goal.

Conditions of Approval

As part of the special use permit approval, the board imposed 11 conditions on the project. These include the submission of a complete site and landscape plan application, obtaining a town of Shallotte stormwater permit, and the construction of sidewalks prior to final zoning approval.

Other conditions stipulate the maintenance of project boundary buffers, preservation of heritage trees, and the commencement of site improvements within six months of approval. The developer must also obtain all required permits and pay fees before proceeding with the project.

Overall, the Mulberry Park Townhomes project aims to strike a balance between meeting the community’s housing needs and preserving the character of the area. With careful planning and adherence to the set conditions, the development is set to enhance the residential landscape of Shallotte.
