A 7-year-old girl from Steele County is safe Monday morning after a standoff in Austin that lasted around 11 hours.

The young girl, believed to be the daughter of a man at the center of the standoff, was rescued from a white vehicle parked at a residence on 16th Avenue NW just after 9 a.m. on Monday. The man, identified as 48-year-old Kristofer Luiken, was taken into custody. According to Capt. Todd Clennon of the Austin Police Department, Luiken is facing local charges following a review of the case by the Mower County Attorney’s Office.

Rescue Operation

Law enforcement officials were able to safely extract the girl from the vehicle, which was found to contain edged weapons, two cans of bear spray, and a container of gasoline. The presence of these items raised concerns about the safety of the child, given the unpredictable nature of the situation.

Clennon expressed relief that the young girl was unharmed, stating, “Our primary concern, of course, was the young girl. It was a challenging situation given the man’s mental state.”

Sequence of Events

The incident began in Owatonna, where police responded to a report of a suspicious individual in a public area. Upon making contact with Luiken, he fled the scene, damaging police vehicles in the process.

An alert was issued to local law enforcement agencies, detailing Luiken’s charges of fleeing, child endangerment, reckless driving, and hit-and-run. The Minnesota State Patrol located Luiken’s vehicle on Highway 218, eventually deflating its tires in an attempt to stop the vehicle.

The car eventually arrived in Austin and parked in the driveway of a house known to Luiken. Negotiators from the Austin Police Department arrived at the scene to initiate discussions with Luiken. Despite initial refusals to exit the vehicle and release the child, after nearly 10 hours, Luiken surrendered peacefully, and the girl was safely reunited with her family.

Legal Proceedings

Following his arrest, Luiken was taken to the Mower County Jail to await formal charges. The specific nature of the charges he will face has not been disclosed at this time.

The successful resolution of the standoff was a testament to the coordinated efforts of law enforcement officials and negotiators in ensuring the safety of the young girl and bringing the situation to a peaceful conclusion.
