MERRITT ISLAND, Fla. – A woman has been arrested and charged with 38 counts of animal cruelty after authorities uncovered an alleged puppy mill in Merritt Island. The Brevard County Sheriff’s Office reported a significant deputy presence on Crissafulli Road, where they found 38 puppies living in deplorable conditions.
The dogs, many of which were severely ill, were discovered living in squalid conditions, with injuries, open wounds, and little to no access to food and water. Court documents revealed that the puppies were confined to spaces filled with mold, feces, and vomit, and were suffering from the Florida heat.
Brevard resident Shanae Christian expressed her shock and anger at the cruelty inflicted upon the animals, stating, “These dogs, they didn’t have a voice.” Christian and her daughter had reported witnessing the abuse for years and had informed law enforcement about the situation.
Sheriff Wayne Ivey condemned the conditions the dogs were found in, particularly highlighting the lack of adequate shelter for the animals. He expressed his disgust in a Facebook video, stating, “The biggest thing that I was infuriated about was if you look behind me, you see these igloo-style dog houses, and that’s the only cover these pups had out there.”

According to Sheriff Ivey, the alleged animal abuse took place at three different locations in Brevard County, including two addresses on Crissafulli Road and one on Mustang Lane. The woman responsible for the cruelty, identified as Cleveland, is currently being held on a $114,000 bond.
Christian explained that the dogs were living under the floorboards in one of the properties, where the woman was breeding them. Many of the rescued puppies were found on Crissafulli Road, and Christian expressed relief that their voices were finally being heard.
The rescued dogs are now being evaluated at Brevard Animal Services, with the Sheriff’s Office indicating that more puppies may be rescued from the properties in question. The community has rallied together in support of the animals, with many expressing outrage at the inhumane treatment they endured.
