During the recent commission meeting on July 10, Steve Nawrocki, the assistant chief strategy officer for the county, announced that the firm selected for project management services will provide various options for what can be delivered within the maximum budget available. Importantly, the request for proposals (RFP) specifies that the funding for the work will not involve a millage rate increase.

The approved budget of $10 million in the 2024 county budget for construction costs for a new jail will now be reallocated to support the refurbishment and rehabilitation of existing facilities, according to Chief Financial Officer Sharon Whitmore. It is anticipated that these funds will generate up to $150 million in bond proceeds to fund the renovation project. Additionally, once tax allocation districts are retired, the funds that return to the county could potentially support an additional $85 to $150 million in bond proceeds.

The projected timeline for the renovation project involves the facility assessment commencing in January 2025, with the commissioners scheduled to vote on the project scope in July 2025, as outlined by Nawrocki. The consultant selected through the RFP process will be responsible for developing a plan for inmate housing during the construction phase, with a particular focus on identifying the critical need for behavioral health and medical beds.

Commissioner Dana Barrett raised concerns about the impact of delaying the construction of a special-purpose building on the existing facilities. However, Nawrocki and Davis explained that they are unable to provide cost projections until after the assessment of the existing facilities has been completed.

Overall, this strategic shift towards renovating existing jail facilities rather than constructing a new facility showcases a commitment to efficient resource utilization and ensuring the best outcomes for the county’s infrastructure.
