A reportedly homeless sex offender with a lengthy history of not complying with registration rules was arrested again on Friday for the same offense following a traffic stop where he was a passenger.

Arrest and Charges

Quincy Dewayne Loudermill, 56, who claims to reside on “city streets,” was taken into custody shortly after 12:30 p.m. and charged with failure to comply with sex offender registration and reporting requirements, a felony punishable by up to 10 years in prison. Additionally, he had a warrant for misdemeanor failure to appear.

Loudermill entered a plea of not guilty to the charges on Monday in Garland County District Court. He is scheduled for a felony review hearing on August 16 and is currently being held on an $11,000 bond.

Previous Offenses

Records show that Loudermill was convicted on December 22, 1997, for sexual misconduct with a 14-year-old female. He is classified as a Level 3 sex offender with a history of repeat offending and described as having “a strong anti-social, violent, or predatory personality.” Loudermill has a history of failing to register, with convictions in 2001, 2007, 2008, 2013, and last year.

Probable Cause Affidavit

According to the probable cause affidavit for Friday’s arrest, Hot Springs police stopped a gray 2016 Jeep Cherokee in the 100 block of Meadowland Street. A computer check revealed that the passenger, identified as Loudermill, had an active failure to appear warrant and was on “delinquent” status as a sex offender.

Failure to Register

On May 23, Loudermill visited the HSPD to verify his information and agreed to return in person by June 23 to re-register, as per sex offender regulations. However, he allegedly failed to verify his information by the stipulated date and was taken into custody on July 5 for being 10 business days late. The affidavit highlighted his prior arrests and convictions for the same offense.
