Singapore: Indian-Origin Bar Owner Sentenced to 13 Years in Jail for Raping Minor
An Indian-origin Singaporean bar owner, Raj Kumar Bala, has been sentenced to 13 years and four weeks in jail, along with nine strokes of the cane, for raping a runaway 17-year-old girl in Singapore. The incident took place after he allowed her to work for him at his establishment.
Bala, 42, was found guilty of raping and molesting the victim, while also pleading guilty to harbouring a runaway under the Children and Young Persons Act, as reported by Channel News Asia.

Defence lawyer Ramesh Tiwary has requested bail for Bala pending appeal, according to the channel’s report.
The court heard that the victim, who was 17 at the time, had run away from the Singapore Girls’ Home in February 2020. She came across a job opportunity at Bala’s Don Bar and Bistro in Dunlop Street, Little India, through another runaway who was already working there.
The victim went to the bar for an interview and met Bala, who explained the job responsibilities to her, which included serving customers and making drinks. He offered her the job and mentioned that she could stay at the bar with other runaways.
After working at the bar for a few days, the victim and another runaway were caught in a police raid in February 2020. Bala picked them up and took them to his condominium, where he raped the victim while she was intoxicated. He also engaged in sexual acts with the other girl.
The victim eventually surrendered herself to the girls’ home in July 2020 but only disclosed the rape incident to her case worker in August 2020.
Justice Mavis Chionh highlighted the significant harm caused to the victim and noted that Bala was aware of her vulnerable state as a young runaway dependent on him for income and shelter.
Bala is facing additional charges related to five other victims, mainly for sex offences. These charges, including rape, molestation, and sexual assault, are currently pending in court, as reported by “The Straits Times.”
Despite the pending charges, Bala has not yet made a decision regarding his actions. The court proceedings for the additional charges are ongoing.
