Four individuals have been charged in relation to a violent brawl that took place near Santa Monica Pier last month. The incident, which authorities now believe began when a vendor allegedly sexually assaulted several women, resulted in assault charges being filed against the four men involved. Additionally, one of the individuals is facing sexual battery charges. Law enforcement officials are still actively seeking more information regarding the altercation.

Police Response

On the afternoon of June 29, the Santa Monica Police Department received a 911 call reporting a group of men fighting near the pier. It was also noted that one person had been stabbed during the altercation. Prior to the arrival of officers on the scene, a Santa Monica police drone confirmed the presence of an ongoing fight. Initially, authorities described the situation as a “mutual combat” incident on the beach near Lifeguard Tower 14.

Further investigation revealed that the brawl erupted when a vendor, identified as 30-year-old Efigenio Tacuba, reportedly sexually assaulted multiple women in a group of beachgoers. When confronted by other members of the group, Tacuba called on fellow vendors for assistance. These additional vendors armed themselves with umbrella poles, belts, and at least one knife.

Charges Filed

During the skirmish that ensued, one individual was stabbed, and another sustained a broken ankle. Both individuals were taken to local hospitals for treatment of their non-life-threatening injuries. Initially, five individuals were arrested in connection with the incident. Subsequently, it was announced that four individuals had been formally charged.

Three of the men—Jorge Cruz Murcia, Samuel Manzanarez Hernandez, and Oscar Samuel Hernandez—are facing two counts each of assault with a deadly weapon. Tacuba, the vendor accused of sexual battery, is facing the assault charges as well as three counts of misdemeanor sexual battery.

Legal Ramifications

Under California law, the sexual battery charge against Tacuba involves unwanted touching of “an intimate part of another person” for the purpose of sexual arousal. Authorities have indicated that additional arrests are likely to follow, and individuals with information or video footage related to the incident are encouraged to contact Detective Jacob Holloway via email or call the on-duty watch commander.

Recent Incidents

This incident occurred not long after two German tourists were stabbed and another individual was injured in seemingly unprovoked attacks near Santa Monica Pier in May. In a separate incident just days before the brawl, a Santa Monica man allegedly assaulted three women at the beach, including attempting to strangle a 17-year-old and dragging a 72-year-old woman into the ocean.

The suspect in the latter case, 32-year-old Jawann Dwayne Garnett, was charged with two counts of attempted murder and multiple other felonies.
