LANSING, Mich. (WILX/WNEM/WLUC) – A recent development in Michigan’s legislative landscape aims to address issues of discrimination in housing based on income. The House recently passed a series of bills that would prevent landlords from withholding housing from individuals solely on the basis of their income.
The bill package, which has gained momentum since passing the House Judiciary Committee in May, seeks to amend the Landlord and Tenant Relationships and Elliot-Larsen Civil Rights Acts. The proposed amendments would expand the protections of the Elliot-Larsen Civil Rights Act to include income as a protected characteristic, alongside race, sexual orientation, and gender identity. Specifically, the legislation would prohibit landlords with five or more rental units from denying a lease to individuals receiving government assistance.
According to a report from the Michigan Campaign to End Homelessness, the state has seen a concerning increase in homelessness, with 32,589 individuals experiencing homelessness in 2022, marking an 8% rise from the previous year. Notably, homelessness rates in areas such as Lansing, the Great Lakes Bay Region, and the Upper Peninsula have seen even more significant spikes.
Sen. Rosemary Bayer (D), one of the bill sponsors from West Bloomfield, emphasised the importance of the legislation in combatting homelessness and ensuring that individuals receiving government assistance have access to stable housing. Sen. Bayer highlighted the need for consistency and understanding of available resources to support vulnerable populations.

However, not all lawmakers share Sen. Bayer’s perspective. Rep. Andrew Fink (R) from Hillsdale County expressed concerns that the bill package may have unintended consequences. Rep. Fink argued that reducing regulations and offering more flexibility to landlords could incentivise greater investment in housing, ultimately leading to more housing options for Michigan residents.
In response, Sen. Bayer reiterated that the primary goal of the legislation is to combat discrimination, address homelessness, and tackle the ongoing housing crisis in the state. She underscored the importance of creating inclusive communities where all individuals have equal access to housing opportunities.
