The Johnson County Sheriff’s Office in Texas recently made a breakthrough in a cold case involving the abandoned newborn baby girl known as “Angel Baby Doe.” The infant, who was left to die in a ditch and went unidentified for 23 years, has now been linked to her mother, Shelby Stotts.
On November 18, 2001, a tragic discovery was made when a person found the baby wrapped in a jacket with her umbilical cord still attached along a road between Alvarado and Burleson, Texas. Despite being born alive, the child did not receive proper medical care and tragically bled to death.
After years of investigation and the assistance of forensic genetic genealogy company Othram, authorities finally identified Stotts as the mother of Angel Baby Doe. Stotts has been indicted on a second-degree manslaughter charge in connection to her daughter’s death.

Justice for Angel Baby Doe
Texas Attorney General Ken Paxton expressed his commitment to seeking justice for Angel Baby Doe after more than two decades of uncertainty. Stotts will face prosecution under the laws that were in effect at the time of the abandonment and death of the child.
Safe Haven Laws in Texas
It is important to note that Texas was the first state in the US to enact Baby Moses Laws, also known as safe haven laws, in 1999. These laws provide a safe and legal way for mothers in crisis to give up their babies at designated locations where the child can receive proper care until a permanent home is found.
An arraignment hearing for Stotts is scheduled for July 23 as the legal proceedings continue in this tragic case that has finally seen a breakthrough after more than two decades of unanswered questions.
