An incident report has shed more light on a theft investigation in Wilmington that ended in a tragic fatal shooting. The events unfolded on June 13, 2024, when an off-duty detective from the New Hanover County Sheriff’s Office came across a boat and truck that matched the description of stolen property being investigated by the Wilmington Police Department. The suspect, identified as 34-year-old Steven Ryan Todd, was also believed to be in possession of two stolen firearms.

When the detective attempted to apprehend Todd, the suspect responded by trying to run over the detective before fleeing the scene. This sparked a pursuit involving multiple officers from the Wilmington Police Department, which was eventually called off.

Following the incident, felony warrants were issued for Todd, including charges of assault with a deadly weapon, fleeing to elude arrest, assault on a government official, and possession of a stolen motor vehicle. Authorities warned that Todd was considered “armed and dangerous,” but the public was not alerted to any potential threat.

Later that evening, detectives from the New Hanover County Sheriff’s Office located Todd’s vehicle and attempted to stop him at the intersection of South Kerr Avenue and Wilshire Boulevard. Todd refused to comply and intentionally crashed into a sheriff’s vehicle. In response, three detectives fired multiple rounds into Todd’s vehicle, ultimately resulting in his death at the scene.

The incident report revealed that 14 items were reported stolen from a home on Rogersville Road, Wilmington. The stolen items included five bicycles, $3,000 worth of household goods, a trailer, $3,000 worth of alcoholic beverages, and camping, hunting, and fishing equipment, in addition to the Ford F-150, boat, and two firearms.

The total value of the stolen goods amounted to $95,650, according to the incident report. The North Carolina State Bureau of Investigation is currently looking into the incident to determine the justification of the use of force by the officers involved. As per protocol, the detectives who discharged their weapons have been placed on paid administrative leave.
