After receiving information that a teacher may have sexually exploited a student, American Canyon High School Interim Principal Andrew Goff allegedly failed to report the incident to law enforcement or child protective services, according to Napa County detectives.

Court documents suggest that instead of reporting the suspected criminal activity, Goff informed the accused teacher, Brad Rowell, about the allegations. He also did not speak with the student who made the accusations against Rowell.

On June 27, the Napa County District Attorney’s Office charged Goff with failing to report Rowell’s alleged criminal behaviour. Rowell, a physical education teacher and track and field coach, was arrested on campus on April 9 on suspicion of three felony charges. He was arrested again at his Sonoma home on April 12 after additional evidence was found for more charges.

Rowell faces a total of 25 felony counts, including unlawful sexual intercourse, lewd acts upon a child, oral copulation of a person under 18, and possession of explicit material involving a minor.

The alleged criminal actions are said to have taken place in multiple counties and involved two unidentified Jane Does. The initial charges focused on Jane Doe 1, a 16-year-old American Canyon student, from July 2023 to April 10. In June, the District Attorney’s Office added three more charges related to lewd acts upon Jane Doe 2, which allegedly occurred from August 2008 to January 2010 in Stanislaus County. The girl was reported to be younger than 14 years old at the time.

Rowell has pleaded not guilty to all charges. Goff was placed on administrative leave following the allegations in April. It was confirmed that he would not be returning for the next school year as he was only serving in an interim position.

Goff, who had been an assistant principal at the high school for six years and with the district since 1996, was considered a mandated reporter. This meant that he was legally required to report any suspected cases of child abuse or neglect to the appropriate authorities.

The charge against Goff is a misdemeanor, which could result in up to six months in county jail or a fine of $1,000, or both. He is scheduled to appear in Napa Superior Court for an arraignment on July 11.
