The ongoing construction of the Cebu City Medical Center (CCMC) has faced a temporary halt, but the chief of hospital assures that operations will not be affected. Doctor Peter Mancao confirmed that construction for the upper floors will be overseen by Engineer Ricky Dakay. Despite the pause in construction, the hospital has been functioning, with plans to complete the project by the end of the year. Private funding from the Cebu Medical Society is supporting the construction of the remaining floors. The City Council has raised concerns over funding transparency, prompting a call for rebidding to ensure a smooth continuation of the project.

The ongoing construction of the Cebu City Medical Center (CCMC) has been a topic of discussion in recent days. Despite the temporary halt in construction, the hospital’s chief, Doctor Peter Mancao, has assured that operations will not be hindered.
According to Mancao, the construction of the eighth, ninth, and 10th floors of the building will be overseen by Engineer Ricky Dakay. While the resumption of construction began in March 2024 with an expected completion before the end of the year, Acting Cebu City Mayor Raymond Alvin Garcia called for a rebidding and halted construction once again after a call from the City Council.
Mancao emphasized that the works being done are minor details and that the hospital has already been functioning, even with unfinished portions. The private funding donated through the Cebu Medical Society (CMS) is specifically designated for the construction of the eighth to 10th floors of the building.
CMS, a non-profit organization, is managing the donations pledged by private entities to complete the hospital building. This initiative stemmed from Mayor Michael Rama’s efforts to secure pledges from private entities during marketing investment missions in 2022.
The source of funds for the construction and finishing of the seven floors of the building was approved during the administration of the late mayor Edgardo Labella. Mancao remains positive that the target completion within the year can still be met, as the fourth to seventh floors only require minor works.
Despite the ongoing construction challenges, CCMC has been credited as a Level 2 hospital by the Department of Health. The hospital is currently working towards achieving Level 3 accreditation.
The City Council recently urged Acting Mayor Garcia to temporarily hold the rebidding for the construction of CCMC until funding transparency concerns are addressed. The council requested a comprehensive accomplishment report from the Department of Engineering and Public Works (DEPW) on the initial 2015 construction phases and a detailed accounting of funds spent by the city for the CCMC construction.
Mancao welcomed the call for rebidding and budgetary transparency, expressing the importance of resolving complaints before resuming construction. He emphasized the need for clarity on budgetary matters to ensure a smooth construction process moving forward.
In conclusion, despite the temporary halt in construction, the Cebu City Medical Center continues to operate efficiently. The ongoing efforts to address funding transparency issues and resume construction reflect the commitment to providing quality healthcare services to the community.
