On a somber Father’s Day in General Santos City, Philippines, a tragic accident took the lives of six people, including three children, and left four other minors seriously injured. The heart-wrenching incident occurred after the victims had enjoyed a day at the beach to celebrate the special occasion.
Details of the Incident
The fatal collision occurred when a tricycle, carrying the victims, collided with a truck on a highway in Cabu, Barangay Tambler. Despite traffic laws prohibiting tricycles from travelling along highways due to the inherent dangers, the tragic accident unfolded on a fateful Sunday evening.
The victims, including one-year-old Lathicia Enan, 11-year-old Jeremy Culanan, and six-year-old Zowie Cañedo, tragically lost their lives in the collision. The driver of the tricycle, 32-year-old Jay Cañedo, along with Rosilene Pajaro and Marivic Enan, both 28 years old, also perished in the accident.
Survivors Under Close Observation
Four other children, aged between seven and 13 years old, were seriously injured in the crash and are currently under close observation at a local hospital. They sustained head and other injuries in the collision and are receiving medical treatment for their conditions.

Enforcement Challenges in General Santos
The recent spate of road accidents in General Santos City has shed light on the enforcement challenges faced by the Philippine National Police-Highway Patrol Group (HPG) in the Soccsksargen region. The lack of a deputization order from the Land Transportation Office (LTO) has hindered their ability to legally apprehend traffic violators.
Despite covering a vast area that includes the provinces of South Cotabato, Cotabato, Sultan Kudarat, and Sarangani, as well as the cities of General Santos, Koronadal, Kidapawan, and Tacurong, the HPG in Soccsksargen struggles to enforce traffic laws effectively.
Renewal of Deputization Order
According to Melharrieh Tomawis, the director of the LTO in Soccsksargen, the deputization order of the HPG expired in December 2023 and has yet to be renewed. This legal impediment has limited the HPG’s authority to direct traffic and pursue car thieves, rather than apprehend traffic violators.
Efforts are underway to resolve the issues surrounding the renewal of the deputization order, but until then, the HPG in Soccsksargen faces significant challenges in maintaining road safety and enforcing traffic regulations.
