An 18-year-old defendant in a shooting case waived his rights to a preliminary hearing and was released by DC Superior Court Judge Renee Raymond on June 17. Owen Mendez, 18, is charged with assault with a dangerous weapon for his alleged involvement in a shooting that occurred on Dec. 17, 2023 at a parking garage on the 1600 block of L Street, NW. The Scene of the Incident
An 18-year-old defendant in a shooting case waived his rights to a preliminary hearing and was released by DC Superior Court Judge Renee Raymond on 17 June. The incident took place at a parking garage on the 1600 block of L Street, NW in Washington, D.C.
Details of the Incident
Owen Mendez, 18, is charged with assault with a dangerous weapon for his alleged involvement in a shooting that occurred on 17 December 2023 at the aforementioned parking garage. Fortunately, no individuals were injured during the altercation.
Account of the Events
According to court documents, officers responded to a phone call from the garage reporting a gunshot that had hit a vehicle. A garage attendant mentioned hearing a gunshot and provided valuable information to the authorities. The officers then requested video footage to investigate further.
The footage revealed a heated argument between two male individuals, the complainant and Mendez, escalating into a physical altercation. The complainant managed to bring Mendez to the ground and kicked him in the face. Subsequently, Mendez allegedly retrieved a gun and fired at the complainant, narrowly missing him but hitting a nearby car instead.
Court Proceedings
During the hearing, Mendez chose to waive his right to a preliminary hearing and requested release from the DC Jail. His defence attorney, Kibria Nabeel, argued that Mendez, with no prior criminal record, had acted out of fear of being outnumbered.
Nabeel further emphasised that Mendez was the primary provider for his family, including children. In a display of solidarity, Mendez’s entire family, spanning across generations, showed up in court to support him.
Judge’s Decision
Despite the prosecution’s concerns about Mendez’s potential danger to the community, Judge Raymond granted conditional release under electronic monitoring. The parties involved are scheduled to reconvene on 1 August for further proceedings.
