CHESTERFIELD COUNTY, VA – Two suspects have been apprehended in connection with the untimely demise of an adult individual discovered lifeless at a property situated in the 8600 block of Rainwater Road on July 25, 2023.

The Incident

On the fateful day of July 25, 2023, authorities received a distress call regarding an adult male experiencing cardiac arrest at a residence in the 8600 block of Rainwater Road. The man, later identified as Matthew R. Runion, aged 36, was pronounced deceased shortly after emergency response teams reached the scene. Runion’s remains were then transported to the Office of the Chief Medical Examiner for further investigation.

The Suspects

Runion, who was a quadriplegic, shared the residence in the 8600 block of Rainwater Road with two caretakers, namely Louis R. Smith, aged 54, and Jennifer S. Stewart, aged 36. Subsequent investigations revealed that Runion’s demise was a result of prolonged neglect.

Legal Action

On the 20th of May, Smith and Stewart were formally charged with felony murder and felony abuse and neglect of a vulnerable adult in connection with Runion’s passing. They were taken into custody at approximately 1:30 p.m. on Thursday, May 23, and are currently detained at the Chesterfield County Jail without the option of bail.
