Man Admits Guilt in Elaborate Fraud Schemes

A Fairfax resident, Sunyu Qian, recently confessed to his involvement in two fraudulent schemes that defrauded victims and retailers of over $1 million. Court records indicate that from November 19, 2020, to August 13, 2023, Qian participated in a scam that duped individuals into purchasing gift cards that were subsequently used to acquire high-value items.

Operating as part of a criminal organization, Qian and his accomplices targeted mostly elderly victims across the U.S., convincing them through various deceptive means to purchase gift cards from prominent retailers and disclose the card information to the fraudsters. This information was then aggregated by Qian to buy electronics, which he forwarded to his partners. The fraudulent activity totalled approximately $1.1 million in unauthorized access.

In a separate scheme executed between April 19, 2023, and March 23, 2024, Qian employed counterfeit price tags to purchase bulk quantities of baby formula at significantly reduced prices. By affixing counterfeit price tags for smaller cans onto larger containers, Qian managed to buy larger quantities at a fraction of the cost.

The cumulative impact of Qian’s fraudulent activities across both schemes amounted to around $1.25 million. Pleading guilty to one count each of conspiracy to commit access device fraud and conspiracy to commit wire fraud, Qian is slated for sentencing on September 18, facing a maximum penalty of 25 years in prison.
