The Early Morning Road Rage Incident in Jacksonville

An early morning road rage incident in Jacksonville escalated into a cross-town police pursuit on Tuesday, resulting in the Jacksonville police shooting the suspect who survived, according to the Sheriff’s Office.

The incident began when a motorist called 911 shortly before 1 a.m. to report that another driver had pointed a gun at him in the area of the Martin Luther King Jr. Parkway and Interstate 95. The suspect, driving a pickup truck, had cut in front of the caller and started braking erratically before threatening to kill him while pointing a gun, Chief Alan Parker said.

After calling 911 and providing the truck’s tag information, the caller spotted some officers on the side of the road and reported the incident to them. The officers tried to pull over the truck, but the driver refused to stop, leading to a chase that spanned approximately 25 to 30 miles across Jacksonville, from the Eastside to the Westside.

The Florida Highway Patrol also joined the pursuit and attempted to stop the suspect using jamming techniques, but the suspect’s vehicle was too large to be affected. Sheriff’s officers eventually deployed stop sticks around Interstate 295 and Commonwealth Avenue, which successfully flattened the truck’s tires.

“He was able to continue on with the tires deflating,” Parker explained. “He continued over here to West Beaver Street, reaching the 11000 block of Beaver, where one of our officers successfully performed a pursuit intervention technique (PIT) maneuver on the vehicle. The suspect then jumped out of the vehicle in an attempt to flee, prompting one of the officers to engage and fire multiple rounds.”

The suspect, identified as 45-year-old Charles C. Guernsey, sustained non-life-threatening wounds, according to the chief. While no weapon was recovered at the scene, investigators were awaiting a warrant to search the vehicle. Guernsey had no criminal history in Jacksonville but had previous legal issues in Alachua and Baker counties.

The officer involved in the shooting was Stephen Hicks, marking his second shooting incident in three years. This event represents the second police shooting in Jacksonville this year.
