In a groundbreaking move, the Redding police department has released body camera footage of an officer-involved shooting that took place on Cypress Avenue on April 10. This marks the first time such an incident has been captured on an officer-worn camera in the city.

The shooting involved Cody Levi Bailey, a 36-year-old resident of Redding, who was shot multiple times in the torso after a confrontation with officers. The altercation began when officers instructed Bailey to leave an area where he was reportedly trespassing on private property.

Despite sustaining gunshot wounds, Bailey survived the incident and has since been charged with a range of offenses, including resisting arrest, resisting an executive officer, assault with a deadly weapon, and exhibiting a deadly weapon.

Under state law, police departments are required to make officer-worn body camera footage from officer-involved shootings available to the public. The footage released on YouTube on Friday was edited and included a map of the shooting location, as well as narration from Redding police Lt. Timothy Renault.

The video starts with two officers approaching two individuals in a vacant lot behind a Jiffy Lube business on Cypress Avenue at Lowden Lane. One of the individuals, identified as Jerry Hamilton, was sitting in a chair, while the other, Bailey, was lying shirtless on the ground.

The officers informed the men that they were trespassing and needed to vacate the premises. Hamilton urged Bailey to leave, while one of the officers questioned Bailey about potential drug influence, which was also noted in a report from the Shasta County Sheriff’s Office.

As the situation escalated, Bailey gathered his belongings, cursed at the officers, and made threatening remarks. The video captured Bailey brandishing a folding knife clip in his front pocket as he prepared to leave the lot.

Bailey then proceeded up a hill towards Cypress Avenue, with Hamilton ahead of him. Reports indicate that Bailey verbally threatened the officers and hurled a rock at them during the encounter.

The situation intensified as Bailey continued to display aggressive behavior, prompting the officers to call for backup. Officer Bryan Cowan, who was refueling his vehicle at a nearby gas station, intercepted Bailey as he headed east on Cypress Avenue.

Surveillance footage from a nearby business captured the moment when Cowan confronted Bailey, who was armed with a knife. Despite repeated commands to drop the weapon, Bailey advanced towards Cowan, leading to shots being fired.

Following the incident, officers administered medical aid to Bailey, who was then transported to a local hospital for treatment. After being released from the hospital, Bailey was taken into custody and is currently being held at the Shasta County Jail.
