Andover resident Martin Quinlan is facing charges in connection with a motorcycle crash that resulted in the death of 62-year-old Pamela O’Neil on Sunday evening, confirmed by the Essex County District Attorney’s Office to MassLive. Quinlan was arrested on Monday and charged with leaving the scene of personal injury or death and violating the learner’s permit. O’Neil, a Methuen resident, was found face down on the side of the road in Methuen and pronounced dead at Lawrence General Hospital. Video footage showed a motorcycle hitting O’Neil at a high speed, with Quinlan accused of stopping briefly before driving away. O’Neil’s daughter described her as a skydiver with a big heart.
