The suspect in the fatal shooting that occurred on February 5 in the St. Johns neighborhood has been apprehended.
On Friday, April 26, 2024, the U.S. Marshals Service’s Fugitive Task Force successfully located and arrested 53-year-old Harold “Bob” Dulaney in Portland. Dulaney is currently in police custody and has been taken to a hospital for treatment of pre-existing conditions. The Portland Police Bureau (PPB) expects to book him into the Multnomah County Detention Center once he is discharged from the hospital.
The family of the victim, Charles Hassel, has been informed of the arrest.

On Monday, February 5, 2024, at 9:39 p.m., officers from the North Precinct responded to a shooting report at a bar on North Lombard Street. Upon arrival, they discovered a deceased male individual. No arrests were made at the scene.
Portland Police Homicide detectives launched an investigation into the incident. North Lombard Street was closed from North Baltimore Avenue to North Alta Avenue during the investigation.
