An investigation is underway following an alleged hit-and-run incident that took place at the entrance to St. Vincent College in Unity Township on Saturday morning, April 20. The incident unfolded as the Department of Public Safety at St. Vincent College and the Pennsylvania State Police were called to the scene to look into the matter.
Details of the Incident
According to an affidavit of probable cause filed in the case, the incident occurred around 9 a.m. when a blue Hyundai Veloster veered off St. Vincent Drive and collided with a guardrail using the vehicle’s front passenger bumper area. The driver of the vehicle, later identified as 20-year-old Zackary Kertis Francisco of Greensburg, reportedly fled the scene and parked within the D Lot of the campus without providing any information to the authorities about the collision.
Confrontation with Campus Police
At approximately 9:50 a.m., Michael S. Bowen, a member of the Department of Public Safety at St. Vincent College, approached Francisco, who was seated in the driver’s seat of the vehicle. Francisco initially refused to cooperate with Bowen’s requests for information regarding the collision. After some resistance, Francisco eventually complied with Bowen’s instructions but then unexpectedly attempted to strike Bowen, resulting in a physical confrontation.
Incident Escalation
During the confrontation, Francisco, who was reported to be highly intoxicated, exhibited signs of impairment, including slurred speech and an odour of alcohol emanating from his breath and person. The situation escalated when Francisco resisted being detained and struck Bowen’s left shoulder with a closed fist, causing injury. Francisco’s behaviour led to a public inconvenience, annoyance, and alarm, especially considering the presence of numerous patrons in the area for the 15th annual TakeOff: Honor the Past, Shape the Future Race event.

Legal Ramifications
Following the incident, Francisco was charged with aggravated assault, two counts of simple assault, resisting arrest, disorderly conduct, and engaging in fighting. Additionally, he faces several traffic-related charges and summary offences such as public drunkenness. Francisco was arraigned in front of Magisterial District Court Judge Frank J. Pallone Jr., where he was granted $10,000 unsecured bail pending a preliminary hearing scheduled for April 29.
