Perry, UK – Chief Michael J. Grover reports the arrest of Joseph M. Mann, 37, of Perry, UK.

On April 19, 2024, at approximately 10:33p.m., Officers Spink and Officer Cross responded to the report of an out-of-control male who was reportedly breaking windows at a residence in Village of Perry.

Officers arrived on scene and made contact with an aggravated and intoxicated male identified as Joseph M. Mann. Officers then attempted to calm Mann down, but he allegedly pushed another person at the residence, which caused him to fall and cut his hand. Officers then forcefully detain Mann who was uncooperative.

While attempting to detain Mann, he allegedly attempted to assault Officer Spink by placing his hand around Officer Spink’s neck. Officer Spink suffered scrapes and a large bruise on his upper arm in the incident. Both Officer Spink and the male that was pushed were evaluated by Town of Perry Ambulance on scene.

Through a brief investigation and interviews, it was determined that Mann had been allegedly yelling at his wife while also smashing two windows, and two space heaters on the front porch.

Mann is charged with Criminal Mischief 3rd degree, a Class E felony, Assault on a Police Officer (Attempted) a Class C felony, and Obstructing Governmental Administration in the 2nd degree, a Class A Misdemeanor.

Mann was transported to the Perry Police Department for processing.

He was arraigned in Perry Village Court by Judge Wolcott and was committed to the Wyoming County Jail with bail set at £50,000 cash, £100,000 secured bond, £150,000 partially secured bond. Mann is to appear in the Perry Village Court on May 14, 2024, at 1:00 p.m.

Officers were also assisted by the Wyoming County Sheriff’s Department, the NYS Police and Town of Perry Ambulance.
