A Glastonbury man is facing a federal gun charge for unlawfully possessing firearms while using a controlled substance. Andrew Payne, 40, failed to turn in his illegal devices despite being warned by investigators. In November 2023, Hartford Police responded to a hotel where Payne was found acting erratically with a firearm registered to him. Payne was charged with state offenses and had his firearms and pistol permit revoked. Despite claiming not to have access to firearms, Payne was arrested in March 2024 for violating release conditions and found with multiple firearms and manufacturing equipment in Simsbury. He remains in state custody awaiting further legal proceedings.

A Glastonbury Man Faces Federal Gun Charge

A Glastonbury man, identified as Andrew Payne, is currently facing a federal gun charge after allegedly failing to turn in illegal firearms and manufacturing equipment. The incident took place at a hotel on Brainard Road, where Payne was found in possession of a firearm and exhibiting erratic behavior.

Incident at the Hotel on Brainard Road

On November 29, 2023, the Hartford Police Department responded to a call from a hotel on Brainard Road in the early hours of the morning. Hotel employees had discovered a firearm in the hallway, allegedly belonging to Payne. It was reported that Payne was acting erratically, crawling on the hallway floor, and was in possession of the firearm. Further investigation revealed used hypodermic needles and evidence of drug use in Payne’s room.

State Offenses and Surrender of Firearms

Following the incident at the hotel, Payne was charged with state offenses and ordered to surrender his firearms to a Federal Firearms Licensee. Additionally, his state pistol permit was revoked due to the allegations of drug use and possession of illegal firearms.

Arrest in Simsbury for Violating Release Conditions

On March 18, 2024, the Simsbury Police Department arrested Payne for violating the conditions of his release. It was alleged that Payne had access to multiple firearms, firearm components, and manufacturing equipment at a business complex located at 2 Tunxis Road in Simsbury.

Seizure of Firearms and Manufacturing Equipment

Investigators conducted searches of the units at the business complex on March 19 and March 20, where they seized firearms and manufacturing equipment, including the illegal machine gun conversion devices Payne was aware of. Additionally, during a search of Payne’s vehicle, suspected fentanyl, empty glassine envelopes, and used hypodermic needles were allegedly found.

Legal Proceedings and Federal Court Appearance

Payne was released after his initial arrest on March 18 but was detained in state custody following his rearrest on March 20. He made his initial appearance in Hartford federal court on Thursday, where he faces charges related to the possession of illegal firearms and drug-related offenses.
