Peel Police’s Commercial Auto Crime Bureau, in collaboration with the Canada Border Services Agency, has arrested three individuals in connection with a car theft investigation. The joint effort resulted in the recovery of 20 vehicles valued at $1.8 million and the laying of 38 criminal charges. The investigation, initiated in December 2023 at a trucking park in Brampton, led to the identification of an industrial unit in Bolton used to load stolen vehicles bound for overseas ports in Dubai, Oman, and Sohar. Several high-end vans and vehicles destined for overseas markets were seized. The suspects, including Fouad Shakhtour and Ali Elfawair from Toronto, face charges related to trafficking in stolen property and possession of stolen goods. Harvir Boparai from Mississauga faces multiple charges and is scheduled to appear in court at a later date.

The Joint Car Theft Investigation in Peel Region
Peel Police’s Commercial Auto Crime Bureau recently made headlines with the arrest of three individuals in connection with a joint car theft investigation. The operation, conducted in collaboration with the Canada Border Services Agency, resulted in the recovery of 20 vehicles valued at a staggering $1.8 million.
The Beginning of the Investigation
The investigation kicked off in December 2023 when the Commercial Auto Crime Bureau started looking into suspicious activities at a trucking park in Brampton. Through meticulous detective work, investigators were able to uncover an industrial unit in Bolton that was being used to load stolen vehicles destined for overseas ports, including Dubai, Oman, and Sohar.
The Recovery Operation
Thanks to the diligent efforts of the investigative team, several high-end vans and other vehicles that were set to be shipped overseas were successfully recovered. This breakthrough marked a significant victory in the fight against car theft and smuggling operations in the region.
The Arrests and Charges
On March 26, the police executed a series of search warrants that led to the apprehension of three suspects. Fouad Shakhtour, a 62-year-old resident of Toronto, was charged with multiple counts related to trafficking in stolen property, possession of stolen goods, and violation of a release order. Similarly, Ali Elfawair, a 38-year-old from Toronto, faced charges linked to trafficking in stolen property, possession of stolen goods, and breach of a commitment.

Harvir Boparai, a 29-year-old individual hailing from Mississauga, found himself facing a total of eight counts of trafficking in stolen property and ten counts of possession of stolen goods. The suspects were brought before the Ontario Court of Justice in Brampton for further legal proceedings.

While Shakhtour and Elfawair were held for a bail hearing, Boparai is set to appear in court at a later date. The legal system is now in motion to ensure that justice is served and that those responsible for the car theft operation face the consequences of their actions.
