A man has been arrested and charged with murder in connection with a shooting outside an apartment on the Westside in April 2023, according to the Jacksonville Sheriff’s Office. The incident took place at Topaz Gardens Apartments on Blanding Boulevard near Duclay Road, where Paul Steney, 32, was found with a gunshot wound and later pronounced dead. Detectives discovered that Steney was being robbed when he was shot by the suspect, identified as Matthew Hutchins, 40. Hutchins was located by the U.S. Marshall Service for a probation violation warrant and later arrested for murder and possession of a firearm by a convicted felon.
