In a recent amendment by the Federal Aviation Administration (FAA), a final rule has been put in place to amend, suspend, or remove Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures at certain airports. These regulatory actions have been deemed necessary due to the adoption of new or revised criteria, as well as changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, addition of new obstacles, or changes in air traffic requirements. The primary goal of these changes is to ensure the safe and efficient use of navigable airspace and promote safe flight operations under instrument flight rules at the affected airports.

Effective from April 1, 2024, the compliance date for each SIAP, associated Takeoff Minimums, and ODP is specified in the amendatory provisions. Additionally, the incorporation by reference of certain publications listed in the regulations has been approved by the Director of the Federal Register as of the same date.

The amendment only incorporates specific changes contained for each SIAP and Takeoff Minimums and ODP as modified by FDC permanent NOTAMs. These changes are based on criteria contained in the U.S. Standard for Terminal Instrument Procedures (TERPS) and are specific to conditions existing at the affected airports.

Due to the immediate need for these amendments, they are deemed effective in less than 30 days. The FAA has determined that this regulation only involves an established body of technical regulations for which frequent and routine amendments are necessary to keep them operationally current. Therefore, it is not considered a significant regulatory action under Executive Order 12866 and does not warrant preparation of a regulatory evaluation.
