Chemung County Sheriff’s Department Reports Joint Retail Theft Operation in Big Flats

Yesterday, on March 29th, the Chemung County Sheriff’s Office and the New York State Police collaborated on a joint retail theft operation in Consumer Square, located in the Town of Big Flats. The operation was scheduled to take place from 2:00 pm to 10:00 pm.

During the operation, at approximately 6:45 pm, a larceny suspect was pursued by law enforcement officers in the Target parking lot. The suspect attempted to flee by running towards a getaway vehicle and jumping onto the hood. Investigator Theetge, in close pursuit, tackled the suspect on top of the hood. However, the driver of the vehicle accelerated and abruptly swerved, causing Investigator Theetge to be thrown from the hood and onto his back, with the suspect landing on top of him. This resulted in Investigator Theetge sustaining a skull fracture and brain bleed, leaving him in critical condition at Robert Packer Hospital in Sayre.

Following the incident, an Officer Down call was made at around 6:50 pm, prompting a swift multi-agency response. The larceny suspect was immediately apprehended and identified as Dominick J. Haley, a 24-year-old black male from Ithaca, NY. Haley was charged with two counts of Assault in the 2nd Degree, Resisting Arrest, and Petit Larceny. He was arraigned in Big Flats Town Court and remanded to the Chemung County Jail on a substantial bond.

The Chemung County Sheriff’s Office expressed gratitude towards the various law enforcement agencies that responded to the scene and provided assistance to Investigator Theetge. They particularly acknowledged the New York State Police for leading the criminal investigation on their behalf. The Sheriff’s Office emphasized their commitment to working closely with the NYSP to ensure all individuals involved in the incident are brought to justice.

As part of the ongoing investigation, the public’s assistance is sought in locating Fatiuna A. Massaline, a 24-year-old black female believed to be in the Ithaca area. Anyone with information on Massaline’s whereabouts is urged to contact the NYSP.
