The Tragic Murder in Southeast Washington
In a horrifying turn of events, three men have been charged with murder in connection with the fatal shooting of a bystander in Southeast Washington. The incident took place on January 23 in the 3000 block of Martin Luther King Jr. Ave. SE in the Congress Heights neighborhood. Raymond Leon Ballard, 59, of Southeast, was tragically caught in a barrage of nearly 30 gunshots and lost his life as a result.
The Suspects and Their Alleged Crimes
The suspects in this heinous crime have been identified as Steven Metts, 18; Jovontae Wallace, 19; and Keondre Carroll, 21. Metts and Carroll hail from Southeast Washington, while Wallace resides in District Heights. The trio faces multiple charges, including first-degree murder while armed, armed robbery, kidnapping while armed, and possession of a firearm during a crime of violence.

According to court documents, Metts and Carroll are also implicated in a series of shootings and robberies that occurred in the span of six days. Police have linked them to a violent crime spree that has terrorized the residents of D.C.
The Metrobus Robbery
Following the fatal shooting, the suspects were allegedly involved in an armed robbery aboard a Metrobus. The incident took place on January 24 when a passenger was accosted by armed men while walking along Livingston Road in Southeast. The victim sought refuge on the bus, only to have his Moose Knuckle coat stolen at gunpoint.

Violent Confrontation on the Bus
The situation escalated when the perpetrators forced the bus to a stop and demanded the stolen jacket from the victim. Brandishing an AR-15 assault-style weapon and a handgun, the armed men threatened the passengers on board. Miraculously, no one was injured in the confrontation.
Arrest and Recovery of Weapons
Police were able to track down the suspects and apprehend them as they attempted to flee the scene. An assault-style weapon and a handgun were recovered from the men, along with other incriminating evidence linking them to the crimes.
