NBI-Cebu Cracks Down on Counterfeit Butane and Fake STL Tickets

The National Bureau of Investigation Cebu District Office (NBI-Cebdo) has recently made significant arrests in three separate sting operations targeting individuals involved in the illegal sale of counterfeit butane products and fake small-town lottery (STL) tickets.

Arrests for Fake STL Ticket Sales

Five individuals have been apprehended for allegedly selling fake STL tickets under the names of King Dragon Gaming and Amusement Corporation. The suspects, identified as Anna Fe Pedida, Elenita Madelo, Jerome Buot, Jeza Pasaol, and Armando Booc, were caught in entrapment and bet-bust operations in Danao City and San Remigio, Northern Cebu.

Arnel Pura, NBI-Cebdo Mandaue agent-in-charge, revealed that these individuals were part of a network distributing counterfeit King Dragon STL tickets. They are believed to be associated with a previously arrested individual, Libradilla Baring.

Investigation and Arrests

King Dragon, an authorized agent corporation sanctioned by the Philippine Charity Sweepstakes Office (PCSO) to operate STL, approached the NBI after discovering irregularities in their ticket submissions. An internal audit revealed unregistered tickets, leading to suspicions of foul play.

Following an investigation, the NBI traced the distribution of fake King Dragon STL tickets to various locations in Cebu, including Balamban, Consolacion, Argao, Talisay, Carcar, and Danao. The arrested suspects were implicated in these activities.

Legal Proceedings

The five suspects were charged with violating Republic Act (RA) 9287, which deals with illegal numbers games. They have posted bail amounting to P60,000 each and are currently undergoing inquest proceedings.

Arrests for Counterfeit Butane Sales

In a separate operation, authorities arrested Cecilio Gilig, Sarah Jane Altariba, and Victoria Gilig for selling unregistered butane canisters under the names of Cebu Rufance Multigas Corporation and Servicial LPG Corporation on Olango Island.

According to Pura, Rufance and Servicial sought NBI assistance in apprehending the suspects involved in trademark infringement and unfair competition related to their butane products. The investigation revealed that the trio had been actively engaged in illegal sales of these products in Olango.

Illegal Practices

The suspects reportedly undercut the prices of genuine Rufance and Servicial butane canisters by at least P5, attracting buyers with lower prices. They were found to be selling counterfeit, tampered, and underweight LPG butane canisters under the brand names Rufance and Servicial.

The NBI also received information suggesting that the suspects had protection from high-ranking officials in Olango and Lapu-Lapu City, although this has yet to be confirmed.

Legal Actions

The trio was charged with a possible violation of the LPG Industry Regulation Act (RA 11592) and faced inquest proceedings. However, they were released by the Lapu-Lapu City Prosecutor’s Office due to the expiration of their detention period.

Pura cautioned consumers about the risks associated with purchasing illegally sold butane canisters that do not meet government standards. These products can pose a threat of explosions and fire incidents, highlighting the importance of checking for registration seals when buying butane products.
