Japanese Men Linked to Criminal Syndicate Arrested in Manila

Two Japanese men currently detained in Manila have been identified as members of a criminal syndicate that orchestrated a series of burglaries in Japan, Philippine authorities revealed on Wednesday. According to sources, the ring, known as “Luffy,” is believed to be part of a larger criminal organisation.

A senior law enforcement officer, speaking on condition of anonymity to Kyodo News, disclosed that one of the detained men, Tomohiro Koyama, holds the position of the “number three” within the “JP Dragon” gangster syndicate. The other individual, Takayuki Kagoshima, has admitted to being associated with the syndicate.

Koyama, aged 49, was apprehended by Philippine police on January 24 for his involvement in a local fraud case. Kagoshima, aged 55, was taken into custody by immigration authorities on March 4 based on a theft warrant issued by a court in Japan’s Fukuoka Prefecture. Both individuals are currently being held at a Philippine immigration detention facility.

The revelation of the JP Dragon syndicate and the connection to the group led by Luffy came to light following the arrest of over 30 Japanese nationals in November 2019 for operating a telecom fraud scheme from Makati, the financial district of the Philippines.

It is believed that the syndicate’s operations commenced a year prior, with a Japanese man leading the group. This individual, who has established various businesses in the Philippine capital including online gambling, cockfighting, and karaoke bars, is suspected to be the mastermind behind the criminal activities.

Investigations led authorities to discover the links between the JP Dragon syndicate and the Luffy group. The leader of JP Dragon, however, remains at large.

The Luffy group reportedly coordinated the criminal activities in Japan from the Philippine immigration detention facility using encrypted messaging apps. They allegedly recruited individuals in Japan by offering high-paying jobs to participate in the illegal operations.

Furthermore, Kiyoto Imamura, suspected to be the ringleader operating under the alias Luffy, and three others were indicted for their involvement in the burglary cases in December. They were deported from the Philippines in February last year.

This recent development underscores the global nature of criminal organizations and the collaborative efforts required by law enforcement agencies to combat such activities.
