Three East Bay Residents Accused of Organized Retail Theft in Sonoma County

Sonoma County, CA — Three individuals from the East Bay have been apprehended in Sonoma County for allegedly engaging in organized retail theft and leading law enforcement on a high-speed chase down U.S. Highway 101.

On Monday afternoon, Santa Rosa Police Department officers responded to a report of a theft at Dicks Sporting Goods on Cleveland Ave. in Santa Rosa. Store employees reported that three suspects had loaded merchandise into garbage bags before fleeing the scene. The employees provided a detailed description of the suspects’ vehicle and license plate number.

Shortly after receiving the call, an officer spotted the car heading south on U.S. Highway 101 near Hearn Avenue. The Sonoma County sheriff’s Henry-1 helicopter crew assisted in tracking the vehicle’s movements and coordinated with deputies on the ground for a traffic stop.

When deputies attempted to stop the car, a high-speed pursuit ensued. The chase came to a dramatic end when the suspect vehicle was involved in a collision on southbound 101 on the Cotati grade, south of Petaluma Boulevard North.

“The suspect vehicle was travelling at speeds exceeding 100 mph in all lanes, including the shoulders, eventually colliding with another vehicle and injuring the driver,” stated the Sonoma County Sheriff’s Office.

All three suspects were apprehended by sheriff’s deputies near the crash site. One of the suspects attempted to flee but was quickly captured by a deputy on foot.

Investigation and Charges

Following the incident, detectives from the Santa Rosa PD’s Property Crimes Investigations Team took over the theft investigation and discovered that the suspects were likely involved in a series of similar thefts at various Dick’s Sporting Goods stores in the Bay Area.

The individuals were identified as Brandon Owens, 23; Roy Andrew, Jr., 22; and Heaven Henry, 20, all residents of Oakland. Employees at Dick’s estimated that the theft crew had caused over $75,000 in losses.

During a search of the suspects’ vehicle, detectives recovered $5,800 worth of stolen merchandise, including clothing worn by the suspects during the Santa Rosa theft. Additionally, a loaded firearm of private manufacture was found concealed in the car.

After receiving treatment for minor injuries sustained in the collision, all three suspects were booked into Sonoma County jail on multiple felony charges, including organized retail theft, conspiracy, burglary, carrying a concealed firearm, and carrying a loaded firearm.

Roy Andrew was also arrested on a felony warrant for robbery and gun charges in Alameda County, while Brandon Owens had a felony warrant in Berkeley for burglary. Heaven Henry faced additional charges of resisting/obstructing arrest and providing false information to law enforcement.

Continued Investigation

Santa Rosa police are leading the theft investigation, while the Sonoma County Sheriff’s Office is handling the pursuit investigation. The California Highway Patrol is conducting an investigation into the crash.

Authorities have not disclosed the specific locations of the other thefts in the Bay Area. Santa Rosa police Sgt. Ryan Hepp mentioned, “There is significant follow-up work remaining in the investigation, and we may not be able to confirm additional details for several days.”
