Former Waterbury City Employee Faces Charges for Misappropriating Funds

A former employee of the City of Waterbury Corporation Counsel office, 65-year-old Phyllis Labarge from Middletown, is facing charges for misappropriating funds following a series of illegal activities that have come to light.

Illegal Use of Credit Card Information

Waterbury investigators received complaints on Dec. 28, 2023, and Jan. 16, 2024, regarding Labarge allegedly obtaining credit card information from two other employees in the Corporation Counsel office. She is accused of making 20 separate transactions between Dec. 7 and Dec. 20, 2023, using the stolen information.

Resignation and Arrest

Labarge resigned from her position at the City of Waterbury on Jan. 4, 2024. Following an investigation, she was arrested on Feb. 1, 2024, on charges including fourth-degree larceny, sixth-degree larceny, payment card theft, and illegal use of a payment card.

Further Allegations

During the course of the investigation, detectives uncovered additional incidents of misappropriation of funds by Labarge dating back to 2019. It is alleged that she stole a total of $15,579.67 by misappropriating cash and money-order payments from individuals making court-ordered restitution for property damage to the city. Labarge is also accused of deleting computer files in some instances.

Additional Charges

Labarge was taken into custody on Wednesday following the discovery of these additional allegations. She has been charged with first-degree larceny, first-degree forgery, and first-degree computer crimes. Labarge was released on a $20,000 bond and is scheduled to appear in court on March 8, 2024.
