It will also scrutinize the circumstances surrounding his vetting, as well as the protocols for vetting officers in general. Additionally, it will explore matters related to his transfers between Kent Police, the Metropolitan Police, and the Parliamentary and Diplomatic Protection Command, his overall conduct, any abuse of his police powers, and the awareness of his colleagues regarding his behavior towards women.

The second part of the report is expected to delve into the policing culture and address concerns surrounding women’s safety in public spaces.

A well-travelled individual with a keen interest in current affairs, Everard had relocated to London in 2009 following her graduation from Durham University. A marketing executive, Everard was targeted by Couzens shortly after conversing with her boyfriend, Josh Lowth. Despite being in high spirits and making plans for the following day, tragedy struck.

Her untimely death sparked nationwide grief and outrage, culminating in a vigil in Clapham marred by the controversial arrest of female protesters by the police. The incident raised a fundamental question: Can women trust law enforcement?

Dame Elish Angiolini’s report is expected to address this pressing question, drawing on her extensive experience in scrutinizing police errors, especially in cases involving sexual violence and entrenched misogyny.

Following Couzens’ life sentence in 2021, allegations of widespread misogyny and harassment within police forces have come to light. This prompted the appointment of Dame Elish to lead the inquiry into the Everard case.
