San Francisco Sees Increase in Substance Use Citations

(KRON) — San Francisco has reported a significant rise in citations for substance use in the past year, with 718 individuals being cited. Shockingly, only 53% of those arrested identified themselves as residents of San Francisco, while 47% were classified as non-residents, according to a recent statement from Mayor London Breed’s office.

City-Funded Cash Assistance Program Impacted

It has been revealed that twenty percent of those arrested for substance use were also recipients of city-funded cash assistance through the County Adult Assistance Program (CAAP). In order to qualify for CAAP, individuals must be residents of San Francisco. However, out of the 141 individuals receiving assistance, over a third admitted to living outside the city limits, highlighting a concerning trend.

Mayor Breed Calls for Action

Expressing her concerns, Mayor London Breed stated, “These statistics underline the urgent need to intensify our efforts to eradicate the drug markets that are luring people to our city. While we remain committed to providing support and treatment options, we cannot stand by and watch individuals deteriorate and succumb to overdose deaths.”

Challenges with Health Savings Accounts

Health Savings Accounts (HSA) in San Francisco currently require applicants to prove residency in the city for a minimum of 15 days. However, there have been reports of individuals providing false information during the application process, raising questions about the effectiveness of the verification process.

High Cost of Living Concerns

Trent Rhorer, the Executive Director of the San Francisco Human Services Agency, highlighted the challenges faced by residents due to the high cost of living in the city. He stated, “To address the exorbitant cost of living in San Francisco, the monthly CAAP cash grant stands at $712, which is the highest in the state and more than double the statewide average.”

Law Enforcement Crackdown in Tenderloin Area

In 2023, local law enforcement agencies made over 2,000 arrests related to drug sales or drug use in the Tenderloin area, seizing a staggering 260 pounds of fentanyl. The crackdown has continued into 2024, with over 350 arrests already made this year, as per the latest report.
