2024 General Election Vote Tabulation Underway Amid Ethics Probe

February 29, 2024

The tabulation of votes for the 2024 general election commenced on Wednesday morning in Jakarta, Indonesia. The process began amidst concerns regarding the reliability of election data and an ethics investigation involving General Elections Commission (KPU) chairman Hasyim Asy’ari and other commissioners.

Following the conclusion of voting two weeks ago in the country’s largest-ever single-day election, the KPU initiated the tallying and verification of votes at the national level. The focus was initially on overseas votes, collected from 36 foreign election committees (PPLN).

However, the tabulation program for Wednesday was temporarily halted after Hasyim announced that all KPU commissioners had been summoned by the Elections Organization Ethics Council (DKPP) for an investigation into alleged data leaks from the 2024 voter roll.

A complaint lodged with the DKPP by an individual named Rico Nufiansyah Ali claimed that the KPU’s actions resulted in breaches of personal data stored in the 2024 permanent voter list.

Despite the summons, the DKPP permitted Hasyim to convene the Wednesday morning plenary session for vote tabulation before the commissioners attended the ethics hearing.

Later that day, Hasyim and the other commissioners returned to the KPU office in Central Jakarta to resume the vote counting plenary session. They faced a barrage of questions from political party representatives expressing doubts about the commission’s management of election data.

Poll monitors from the Indonesian Democratic Party of Struggle (PDI-P) raised concerns, including inquiries about how the KPU intended to address reports of anomalies in the overseas voting process.

Another complaint from the party highlighted a potential data discrepancy in the vote count for legislative candidates in the Jakarta II electoral district, which encompasses Central Jakarta, South Jakarta, and overseas voters.

With over 1.7 million Indonesians residing abroad registered to vote in the 2024 general election, comprising 40% of the total votes in the district, the overseas voting process has attracted significant scrutiny.

Reports of irregularities and possible misconduct during the voting process in Kuala Lumpur have circulated widely, prompting investigations by the Elections Supervisory Agency (Bawaslu). Administrative violations, including unregistered mail-in votes, damaged ballot papers, and alterations to the voter list, were identified in the Malaysian capital.

In response to these findings, KPU chairman Hasyim announced the suspension of seven Kuala Lumpur PPLN officials and ordered a revote scheduled for early March. However, logistical challenges raised concerns about the feasibility of holding a revote within the required ten-day timeframe.

Despite the setbacks caused by the ethics probe and revote considerations, Hasyim and the KPU commissioners remained committed to completing the overseas vote tabulation process as planned. The KPU successfully counted and verified votes from 21 PPLN on Wednesday, allocating 30 minutes for each election committee.

The comprehensive tabulation process, encompassing domestic votes as well, is set to conclude on March 20, when the KPU will officially announce the results of the election.
