In a harrowing incident that left him with severe injuries, 64-year-old cyclist Richard Hicks found himself in a life-threatening situation when he was struck by a Tallahassee Police Department officer while riding his bike in August 2023. Despite the traumatic nature of the accident, Hicks has no memory of the collision that changed his life.
“I really wish I did,” Hicks stated. “I don’t remember any part of that day at all — nothing.”
Hicks, who has been unable to drive a car due to poor eyesight, relies on his bicycle as his primary mode of transportation. However, the crash with the police officer’s patrol SUV resulted in a broken femur and jaw, as well as multiple fractured ribs and vertebrae.
Following a week of surgeries and nine weeks of rehabilitation, Hicks has resumed cycling but is seeking compensation for the physical and emotional toll he endured as a result of the accident.

The collision occurred on Crawfordville Highway in Wakulla County, with the officer, identified as Caleb Babb, allegedly driving above the speed limit at the time of the incident. The Florida Highway Patrol’s investigation into the crash is ongoing, with spokesperson Patricia Shaw confirming that the case remains active.
In response to the accident, the Tallahassee Police Department conducted an internal investigation, ultimately determining that the officer was not at fault. However, Hicks expressed skepticism towards the investigation’s findings, questioning the accuracy of reports provided by law enforcement.
Despite facing challenges in seeking legal representation due to a lack of evidence proving the officer’s liability, Hicks remains determined to pursue compensation for his medical expenses. While Medicare and Medicaid have assisted in covering his healthcare costs, Hicks hopes to be reimbursed by the city and the officer’s insurance company.
Reflecting on the incident, Hicks emphasized the need for improved cyclist and pedestrian safety measures in the community. With a growing number of accidents involving cyclists, he believes that proactive measures, such as increased law enforcement patrols, are necessary to prevent future casualties.
As efforts to enhance safety for cyclists and pedestrians continue, Hicks remains hopeful that his experience will prompt meaningful change within the community. Despite the challenges he has faced, he is committed to advocating for safer road conditions for cyclists and pedestrians alike.
