LAS VEGAS (KTNV) — A man accused of attempting to entice a child into his vehicle in northwest Las Vegas is now facing charges for a second incident.
31-year-old Irving Malagon was initially detained on Feb. 16 in connection with an occurrence that occurred on Feb. 15 near Ralph Cadwallader Middle School.
As per an arrest report, an 11-year-old girl informed the authorities that she was on her way home from school when a black car approached her. The vehicle came to a stop, and a man, identified as Malagon, emerged from the car. The girl stated that Malagon gestured for her to come closer, leading her to believe it was her uncle. However, as she approached, she realised that it was not her uncle and noticed that Malagon had his pants down, with his “area” in his hand, which he was “stroking”.
She recounted freezing for a moment before fleeing from Malagon. She then saw a couple nearby who were getting into their vehicle in the driveway. She sought their help, narrated the incident to them, and requested them to escort her home, which they did.

Police arrest man who attempted to lure a child into his car in northwest Las Vegas
Malagon drove away before the police arrived. However, the following day, authorities spotted him in a parking lot near N. Decatur Blvd and W. Tropical Parkway. While being apprehended, Malagon requested his cell phone and instructed the officers to ensure they grabbed the sim card. Officers noted that this was suspicious as removing sim cards is “a common method used by suspects to conceal their location from cell phone towers”.
During questioning by the officers, Malagon disclosed that he hails from Fresno, California and had travelled to Las Vegas in search of employment. He mentioned that he had been in the area for about a month, had no acquaintances or relatives in the vicinity, and had been sleeping in his vehicle. The report indicates that when questioned about his interaction with the young girl, Malagon denied engaging in any inappropriate behaviour and claimed he inquired whether her father was one of the construction workers on the roof of a nearby house.
When questioned about exposing himself, Malagon allegedly stated that he had to relieve himself on the street due to a pressing need to urinate.
As a result of these allegations, the Las Vegas police disseminated Malagon’s photograph and his vehicle description to multiple local law enforcement agencies in case similar incidents had occurred. A woman contacted LVMPD to report a comparable incident involving her niece on Feb. 12 in the same vicinity where Malagon was apprehended by the police.
According to a second arrest report, the young girl informed the authorities that she was walking her dog when a black sedan pulled over near her, and Malagon stepped out of the vehicle. She stated that he called out to her, and upon looking over, she noticed that his belt was undone, and he was beginning to lower his pants.
She mentioned that Malagon began yelling at her, saying “Look. Look at me.” She discerned his intentions and walked away. Subsequently, Malagon re-entered his vehicle and drove off. She contacted her mother to inform her of the incident.
Based on the information provided in the arrest reports, Malagon is facing multiple charges stemming from the two incidents, including open/gross lewdness and luring a child to engage in a sexual act. Jail records indicate that he is presently in custody at the Clark County Detention Center. Court records reveal that Malagon is slated to appear in court again on March 6.
