Shannon Gooden’s background in the spotlight
Following the tragic shooting that claimed the lives of two Burnsville Police Officers and one firefighter-paramedic, attention has turned to the background of the alleged gunman, Shannon Gooden. Get the latest updates from FOX 9’s Paul Blume.
BURNSVILLE, Minn. (FOX 9) – A search warrant released on Wednesday has provided insight into the events that unfolded at a Burnsville residence where two police officers and a firefighter-paramedic tragically lost their lives.
On February 18th, authorities were called to the scene of a domestic disturbance, which escalated into a violent confrontation. The suspect, identified as Shannon Gooden, opened fire on the responding officers, resulting in the deaths of Burnsville Police Officer Paul Elmstrand, Officer Matthew Ruge, and Firefighter-Paramedic Adam Finseth. Burnsville Police Sgt. Adam Medlicott was also injured during the incident.
Details from the search warrant filed in Ramsey County shed light on the reason for the initial police response. Officers were summoned to 12605 33rd Ave. at 1:50 a.m. following a report of a sexual assault. Upon arrival, Gooden retreated to a bedroom and barricaded himself, refusing to cooperate with law enforcement’s attempts to negotiate his surrender.
Subsequently, Gooden opened fire on the officers, leading to a fatal exchange of gunfire. Special Weapons and Tactics Officers were deployed to the scene, utilizing a drone to locate Gooden, who was found deceased in the bedroom from a self-inflicted gunshot wound.

Despite the tragic events, the seven children present in the home at the time were unharmed. Notably, three of the children were under the care of Noemi Torres, Gooden’s ex-girlfriend. Torres, who was present during the incident, communicated with Gooden’s girlfriend via text message following the shooting.

Investigators have seized Torres’ cell phone as evidence to analyze communications between her and Gooden, aiming to gain insight into the gunman’s state of mind.
