Israel recently informed UNRWA that Faisal Ali Musalam Naami, aged 45, along with 11 other UNRWA employees, either actively participated in or provided support to the Hamas attack on October 7th. Israeli authorities have reported that Hamas militants, in collaboration with other armed individuals, killed 1,200 Israelis and held 253 people hostage in Gaza.

Israel has presented evidence suggesting that around 30 additional UNRWA employees were directly or indirectly linked to the Hamas assault.

These explosive accusations have thrown the United Nations into turmoil, prompting the United States — the primary donor to the agency — and other countries to halt funding for UNRWA, risking the organization’s operations in Gaza and the broader Middle East.

The video footage of the individual identified by Israel as Naami marks the first public appearance of any of the accused individuals involved in the attack. Israeli Defense Minister Yoav Gallant shared a screenshot from the video during a press conference on Friday, as part of a report publicly identifying the accused relief workers. Gallant stated, “UNRWA has lost legitimacy and can no longer function as a U.N. body.”

The surveillance video, independently obtained by The Washington Post, offers more details than the brief description in the public report, which mentions Naami’s involvement in “kidnapping a soldier from Beeri.” Israel has also accused Naami of being part of a Hamas unit in his hometown of Nuseirat.

In the aftermath of Naami being named in confidential Israeli documents last month, The Post uncovered images of Naami online and used facial recognition software to identify a likely match for him in footage from October 7. Other evidence pointing to Naami as the individual in the video was also discovered by The Post. A Nissan Terrano II seen in the footage corresponds to the same make and model of car Naami is seen with in social media posts, including similar damaged trim on a rear window.

Prior to the news conference on Friday, a security official informed The Post that Israeli authorities had confirmed the man in the footage to be Naami. The footage served as part of the evidence Israel relied on to accuse Naami, as per the official who spoke anonymously due to the sensitive nature of the information.

In the footage from October 7, the SUV driven by Naami approaches an open gate at Kibbutz Beeri just after 9:30 a.m. and halts inside the entrance, where three men who had been shot and dragged from a car lay motionless on the ground.

Two individuals exit the SUV. Naami, the driver, sporting glasses matching those in his social media photos, and another man carrying a rifle. They open the rear door of the vehicle, lay out a blanket inside, and proceed to one of the injured individuals lying on the street next to an overturned cooler. The man identified as Naami grabs him by the jacket, the other man lifts his legs, and they place him in the trunk.

After rummaging through scattered belongings in the street, taking a cellphone and a hat, they depart less than three minutes after arriving. The destination or reason for taking the Israeli individual and leaving the other bodies remains unclear.

Upon The Post’s request, two vehicle forensic experts analyzed Naami’s social media images showing glimpses of a white vehicle. They confirmed the car as a 1993-1995 Nissan Terrano II and noted that the vehicle in the October 7 footage matched the same color, make, and model of Naami’s car, from the same generation.

Following the incident, on October 16, Naami, five of his children, and one of his wives were tragically killed in an attack on their home in Nuseirat, as per a UNRWA colleague speaking on condition of anonymity. The names of Naami, his wife, and children appeared on the Gaza Health Ministry’s list of casualties from Israeli strikes.

The Israel Defense Forces stated they were unaware of an attack at the specified location or time. When asked if Naami was targeted, a spokesperson, adhering to the agency’s protocol, declined to comment.
